1.对已经发生的事情表示遗憾、惋惜\后悔，用：

注意：regret doing sth,有时也表示动名词所表示的动作和regret动作是同时发生的：
I regret being unable to help.
帮不上忙，甚为抱歉。
She said she much regretted not being able to help.
她说她帮不上忙，深感遗憾。
I really regret leaving the party so early like this.
I am sorry that I have to leave the party so early like this.
我真抱歉这样早就得离开聚会。
2. 对即将发生的事情表示遗憾、惋惜、后悔，用：
regret to do 表示很遗憾地做某事(事情还没有做)，其后要接不定式，且regret通常用现在时。当 regret 后面接 to do sth 时，表示有礼貌地或正式地表示抱歉、痛惜或悲伤，也就是 to do sth 的动作在 regret 之前还没发生，是在 regret 之后发生，也就是将来要发生的动作，所以用动词不定式，例如：
I regret to tell you that you can't pass the examination.
我很遗憾地通知你，你不能通过这次考试．
We regret to inform you that we are unable to offer you the job.
我们遗憾地通知你，我们没法给你这份工作。
比较下面两句：
I regret to say that I cannot come.
很抱歉，我不能来了。
I regret saying that I cannot come.
我后悔说过我不能来。
类似forget，go on，quit，regret，remember，stop 和 try动词不定式一般表示事情还没有发生，也就是说动作还没有做，而动名词常常表示动作已经发生了或者是正在进行。又如：
forget doing sth 忘记了曾经做过某事
forget to do sth 忘记了要去做某事 （其实没有做）
I remember seeing you somewhere but I can't remember where.
我记得在某个地点见过你，但是我忘记了是在哪里（见过你）
Remember to lock the door when you leave the room.记住离开房间时把门锁上（实际上还没有锁门）
注意：
1.regret to do 有时，也表示to do这个动作和regret动作是同时发生：
I regret to inform you that I am unable to help you.
我遗憾地通知你我爱莫能助。
I regret to tell you that we can't hire you.
我很遗憾地告诉你，我们不能雇用你。
2.regret to have done 也可以表示对做过的事情表示后悔，只是一般辞书或语法书里没有收录：
I regret to have made your acquaintance so late.
