《中国应对气候变化的政策与行动》白皮书发布
China released a white paper on Oct 27 to document the country's progress in mitigating climate change, and to share its experiences and approaches with the international community. The white paper, titled "Responding to Climate Change: China's Policies and Actions," was released by the State Council Information Office.
国务院新闻办公室10月27日发表《中国应对气候变化的政策与行动》白皮书。白皮书介绍了中国应对气候变化的进展,并与国际社会分享了中国应对气候变化的实践和经验。
Besides the preface and conclusion, the white paper consists of four parts: "China's New Responses to Climate Change," "Implementing a National Strategy of Actively Responding to Climate Change," "Significant Changes in China's Response to Climate Change," and "Building a Fair and Rational Global Climate Governance System for Win-Win Results." 白皮书由前言、正文和结束语三部分组成。正文包括四个部分,分别是:中国应对气候变化新理念,实施积极应对气候变化国家战略,中国应对气候变化发生历史性变化,共建公平合理、合作共赢的全球气候治理体系。
Confronted by the challenges of climate change, China is willing to work together with the international community to ensure the Paris Agreement delivers steady and lasting results, and make greater contributions to the global response, according to the white paper.
白皮书指出,面对气候变化严峻挑战,中国愿与国际社会共同努力、并肩前行,助力《巴黎协定》行稳致远,为全球应对气候变化作出更大贡献。

>Provinces raise old-age pension payment standard
16省份城乡居民养老金上涨
More than half of China's provincial-level regions have increased the payment standard for basic old-age pensions for urban and rural residents, the Ministry of Human Resources and Social Security said on Wednesday. According to the ministry, a total of 16 provincial-level regions in China have raised the payment standard, with a maximum rise of 100 yuan per month in some regions, covering more than 72 million elderly people.
人社部10月27日表示,截至目前,今年全国已有16省份提高了城乡居民养老保险省级基础养老金,占全部31个省级行政区的一半以上,最高每月上涨100元,惠及超过7200万城乡老人。
As of the end of 2020, there were over 542 million people in China participating in the basic old-age insurance plan, most of whom were rural residents.
截至2020年末,我国城乡居民基本养老保险的参保人数超过5.42亿人,绝大部分是农村居民。
In the next five years, China will continue to enhance the payment level gradually to safeguard people's livelihoods, according to the ministry.
人社部表示,十四五期间,为加强基本民生保障,我国城乡居民养老金还会逐步提高。

China has imposed strict restrictions on the construction of new skyscrapers, two state organs said.
住房和城乡建设部、应急管理部近日发布通知,要求各地严格控制新建超高层建筑。
The country prohibits approval of buildings taller than 250 meters, and strictly restricts those taller than 150 meters in any city whose urban population is under 3 million, according to a recent circular jointly issued by the Ministry of Housing and Urban-Rural Development, and the Ministry of Emergency Management.
通知要求,城区常住人口300万人口以下城市严格限制新建150米以上超高层建筑,不得新建250米以上超高层建筑。
In cities with an urban population of over 3 million, construction of buildings above 500 meters is banned, and buildings taller than 250 meters can only be allowed under strict restrictions.
城区常住人口300万以上城市严格限制新建250米以上超高层建筑,不得新建500米以上超高层建筑。
Any residential building taller than 80 meters or public building taller than 100 meters must meet local firefighting standards to be approved for construction, the circular said.
各地相关部门审批80米以上住宅建筑、100米以上公共建筑建设项目时,应征求同级消防救援机构意见,以确保与当地消防救援能力相匹配。

The world is squandering the opportunity to “build back better” from the Covid-19 pandemic, and faces disastrous temperature rises of at least 2.7C if countries fail to strengthen their climate pledges, according to a report from the UN.
联合国的一份报告指出,世界正在浪费新冠疫情带来的"重建"机会,如果各国依然无法兑现气候承诺,全球气温会上升至少2.7摄氏度,这将是灾难性的。
Tuesday’s publication warns that countries’ current pledges would reduce carbon by only about 7.5% by 2030, far less than the 45% cut scientists say is needed to limit global temperature rises to 1.5C, the aim of the Cop26 summit that opens in Glasgow this Sunday.

Emissions fell by about 5.4% last year during Covid lockdowns, the report found, but only about a fifth of the spending on economic recovery was geared to efforts that would cut carbon.
